This study aimed to design and evaluate a competency-based model for empowering prospective school principals. Addressing the limitations of traditional, theory-driven training, a comprehensive “Modern Educational Leadership” program was developed, consisting of five specialized modules: Educational Leadership and Identity, Instructional Management, Human Resources, Legal/Financial Affairs, and Innovation. Conducted as a pilot study with participants, this research utilized a descriptive-evaluative mixed-methods approach. Findings indicate strong participant satisfaction with the program’s relevance and practical application (with over 80% satisfaction regarding instructor mastery). Qualitative analysis of feedback highlighted a critical need for deepening skills in persuasion, legal-financial processes, and utilizing case studies. Results suggest that transitioning from administrative management to educational leadership requires training programs that prioritize behavioral objectives and problem-solving scenarios over theoretical knowledge. This study recommends incorporating performance-based assessments and practical projects into future iterations to replace rote-memorization testing, thereby enabling more accurate evaluation of leadership competencies in simulated environments. This model provides a roadmap for policymakers to enhance school management quality and professionalize leadership development.
